The Regional Land Management Plan was drawn up with the aim of becoming the framework for the best use of Cantabria's land resources. A framework that supports the priorities of smart growth, sustainable growth and inclusive growth.
In September 2016 the work of this stage of the Regional Land Management Plan and the participatory process that was to be developed were presented in the Parliament of Cantabria, designed to incorporate the proposals and approaches that citizens and their representatives consider necessary to include in territorial planning, a process completed in a second round in 2017.
Promoted by the Department of the Government of Cantabria with competences in the matter, through the General Directorate of Territorial Planning, the participatory process has covered the regions of Liébana, Saja-Nansa, Campoo-Los Valles, Besaya, Valles Pasiegos, Santander Bay and Eastern Area. In addition to these territorial tables, four thematic sector tables have been held (Strategic Planning, Territorial Organization, Territorial Vertebration and Territorial Heritage), several meetings of the Working Group established with the Federation of Municipalities of Cantabria, as well as sessions of the Advisory Council of Environment and the Council for Land and Urban Planning.
Participatory process
In total, more than half a thousand representatives of entities and experts have been actively involved in the development of the 25 territorial or sectoral sessions, transferring proposals and suggesting improvements for the future projection carried out in the two phases of the process carried out. cape. A participation process that can be considered exemplary and that, in its final phase, has had access channels to information open to all citizens through virtual platforms of the Government of Cantabria.
During the preparation of the PROT, from September 2016 to April 2018, territorial and sectoral work sessions were held. A collaborative, transparent and responsible work effort without precedent in Cantabria.
At abtemas we insist on the need not to confuse diffusion with participation or the process of public exposure with co-responsible action. A conversation with a relevant person, recording an informative video is not co-responsible participation, it is an act of technical-political disclosure, necessary but not sufficient.
Green infrastructure
The most innovative part of the Plan, in addition to the unprecedented participation in Cantabria, was the integration of green infrastructure as a key element in the territorial structuring of the Region, betting on valuing the regulation of ecosystem services, such and as can be seen in the communication presented at CONAMA 2018. and company panel.

Procedure
The documentation of the plan was submitted to the technical presentation of the Regional Commission for Territory and Urban Planning (CROTU), which reported it favorably . Giving Cantabria a Document Prior to the initial approval. An ambitious document, as well as achievable, with a time horizon of 20 years, which established the framework for the application of other policies.
However, despite being favorably informed by the technical paper, it was withdrawn from the CROTU agenda, at the request of the councilors of the Regionalist Party of Cantabria, government partners and members of said commission, as stated in the minutes of January 31, 2018.
