Challenge and context
The GIS Viewer of the General Plan of Redondela represents a significant advance in municipal innovation for the management and accessibility of urban information. Developed by ABTEMAS, this viewer is a fundamental tool for the municipal team and citizens, facilitating an intuitive and efficient interaction with the geographical data of the municipality.
With this viewer, the Council of Redondela seeks to provide citizens with a web platform that allows access to all the documentation of the General Municipal Development Plan (PGOM), initially approved and exposed to the public for consultation. This application is developed within the framework of the design of the Open Data Geoportal of the Council of Redondela carried out by Abtemas, as ESRI's BRONZE PARTNER.
The definition of the scope has been defined by the municipal staff and the needs identified by the drafting team over several working sessions, where both technical and administrative aspects were addressed. The information upload and the first operational version of the viewer were validated by the drafting team and the municipal team, ensuring its alignment with the needs and expectations of the Redondela City Council.

The GIS Viewer of the General Plan of Redondela offers a wide range of functionalities that make it an indispensable tool for urban management:
- Access to up-to-date information: The viewer allows you to consult the municipality's urban planning information in real time, including maps, plans, regulations and technical documents.
- Data visualization and analysis: The viewer's visualization and analysis tools make it easier to understand urban planning information and its impact on the territory.
- Citizen participation: The viewer facilitates citizen participation in urban planning processes, through consultation and collaboration tools.
- Compliance with the Technical Planning Standards: A quality control has been carried out to support the drafting team to ensure compliance with the Technical Planning Standards as well as its structuring for distribution via web for the general public.
The GIS viewer has not only improved the management of urban information, but also promotes greater transparency and citizen participation, allows the incorporation of geolocatable tools and surveys, the Council of Redondela can collect incidents and continuously improve the quality of the services offered.
The GIS Viewer of the General Plan of Redondela is a clear example of ABBERAS' commitment to innovation and continuous improvement. This project underlines the importance of technology in municipal management and the value of accessible and manageable information for all citizens.
The app: "The PLAN in ONE CLICK"
The application makes it easier for people to quickly and easily explore all the information contained in the General Municipal Development Plan, from land classification, urban planning regulations, to the affectations and cultural heritage of each plot.
In it, anyone can directly consult the municipal urban planning information, either by browsing the map, activating or deactivating information layers or using the search by cadastral reference, place or postal address.

Since the approval of the Technical Planning Standards by the Xunta de Galicia, ABTEMAS has been advising and adapting different instruments, whether they are in drafting or historical.
Our job is to make it easier for the drafting teams to focus on the development of the instruments in a natural way, allowing them to add value in the essentials, taking care of everything from the translation to the technical standards, through quality control, design, assembly and development of applications to get the most out of them:
We can take care of the following jobs:
- Document quality control, addressing the conversion of the CAD or adaptation of the GIS to the data model of the Technical Standards to generate the cartographic series.
- Structuring all the documents of the report and regulations according to the defined model, indexing the contents and preparing them for dissemination.
- Design and assembly of WEB viewers of systematized instruments
