The strategy that establishes the planning and management of aquaculture activity in Galicia towards the horizon of 2030.
After the preparation of the Plan for the Planning of the Coast of Galicia (POL), the review of the aquaculture policy was addressed, under the General Directorate of Fisheries, Aquaculture and Technological Innovation, occupied at that time by the biologist Juan Carlos Maneiro Cadillo, One of the most ambitious works ever addressed in this area in Galicia was undertaken. Thus, under his direction, Galicia opted to be the first community in the European region that endorsed the proposal of the European Commission, carrying out a Strategic Plan for Aquaculture, having as horizon 2030.
This strategy was worked in an integrated manner and in coherence with the territorial planning implemented in Galicia by the Territorial Planning Guidelines and, in particular, will allow collaborating in the development of the policies established for the Galician coastal space by the Coastal Planning Plan. On the other hand, it will be the tool that will take advantage of the commitment and support of aquaculture established by the recent Declaration, by the Consello de la Xunta, of the first-order public interest of the aquaculture activity.
It was a clear commitment to quality, which resulted in the development of at least one guide of good practices in aquaculture, in the promotion of R & D & I with the establishment of strategic lines of action and the creation of collaboration frameworks for the best use of the technical and human resources that are provided with the very important infrastructure that, with this function, is located in Galicia. Coincidentally, draft legislative changes were initiated, which, although they did not reach their final approval, led to a change of approach in various sectors related to fisheries and aquaculture.




The Galician Aquaculture Strategy is a document of articulation and planning of all those elements that intervene in the daily evolution of the aquaculture activity in Galicia, becoming the basic tool that should guide the direction of aquaculture management and management in the territory of the Galician autonomous community.
The ESGA constitutes the conceptual and methodological framework, the "road map" that should guide the action of the government and the administrations and organizations, directly and indirectly, related to aquaculture. Although its nature is not strictly binding because it is a strategic approach, it is important to recognize its value as a frame of reference that should guide and rationalize the actions in this area with the objective of achieving the expected results, as well as favoring coordination, coherence and efficiency of each of the actions to be adopted.
The Galician Aquaculture Strategy stems from the need to relaunch this activity in the Galician territory, recovering its dynamism and social and economic strength. In addition, it is sponsored by the general line of commitment to aquaculture marked by the European institutions, since both the European Commission, the European Parliament and the European Economic and Social Committee have already exposed their favourable positions for aquaculture development in the territory of the European Union.

Under the General Directorate of Juan Carlos Maneiro a team was formed in which Manuel Borobio Sanchiz, who at that time was General Director of Sustainability and Landscape, worked as Executive and Technical Director, coordinating the team formed for this work, in the that there was a wide range of specialists in the aquaculture sector and strategic planning, to achieve the definition of a dynamic, sustainable and balanced model in environmental, social and economic aspects, providing the necessary certainty for the innovation of the sector.
